Biography of
Dr. Hector P. Garcia

Follow the foot steps of Dr. Hector P. Garcia, physician and founder of the American G.I. Forum of the U.S.A.

1910 - 1949

  • 1914 – Born in Mexico, January, 17; Son of Mr. Jose Garcia and Mrs. Faustina Perez Garcia.
  • 1936 – Graduate, University of Texas, BA
  • 1940 – Graduate, University of Texas School of Medicine, M.D.
  • 1940-1941 – General internship at St. Joseph’s Hospital, Creighton University, Omaha, Neb.
  • 1941-42 – Surgical internship at St. Joseph’s Hospital
  • 1945 – Married Wanda Fusillo, June 23; Children: Daisy Wanda, Adriana, Cecilia, and Susana Patricia.
  • 1942-1946 – Served in World War II as officer in Infantry; Engineer and Medical Corps. Major Medical Corps European Theater of Operations; Awarded Bronze Star Medal with 6 Battle Stars.
  • 1948 – Organized American G.I. Forum in Corpus Christi, Texas; first National Chairman and Founder of the American G.I. Forum of the U.S.A., a veterans group composed of Americans of Mexican origin in 24 states.
  • 1949 – Chosen outstanding Latin-American citizen of the Alba Club of the University of Texas.

1950 - 1959

  • 1952 – Awarded MEDALLA AL MERITO for meritorious work amongst Mexican-Americans by the American G.I. Forum of Texas.
  • 1953 – Named Vice-President, Catholic Council for Spanish-speaking people in the Southwest.
  • 1954 – Selected to the Democratic National Committee
  • 1955, Awarded Bronze Plaque “DEMOCRACY FORWARD” by Texas Council Negro Organization.

1960 - 1969

  • 1960 – Named Chairman of the Mexican-Spanish Section Nationalities Division of Democratic National Committee. National Coordinator and National Organizer of the “VIVA KENNEDY” Clubs in 1960.
  • 1960-64 – National President, Political Association of Spanish Speaking Organization (PASO). Member, American Medical Association; Texas Medical Association; Neuces County Medical Society. Member (League of United Latin-American Citizens), LULAC; Roman Catholic Knights of Columbus; St. Patrick’s Catholic Church, Corpus Christi, Texas.
  • 1960 – Honored with Outstanding Citizenship Award by the United Married Couples.
  • 1961 – Named Representative of President John F. Kennedy and member of the American delegation signing treaty concerning the Mutual Defense Area Agreement between the United States and the Federation of West Indies.
  • 1964 – Appointed by President Lyndon B. Johnson as presidential representative with the rank of Special Ambassador to the inauguration of Dr. Raul Leoni, President of Venezuela.
  • 1964 – Awarded Bronze Plaque by Veterans of Foreign Wars of the United States, Post 8931 on Memorial Day.
  • 1965 – Presented by the President of the Republic of Panama with Condecoracion Orden Vasco Nunex de Balboa, with the rank of “Commander,” October 18
  • 1967 – Appointed by President Lyndon B. Johnson as member of the National Advisory Council on Economic Opportunity of the United States, March 4.
  • 1967 – Awarded Marine Plaque by 8th Marine Corps District in recognition of services honoring returned Vietnam casualties, April 24.
  • 1967 – Awarded Cancer Society Award for 10 years service, June 14.
  • 1967 – Appointed by President Lyndon B. Johnson as delegate to the United Nations from the United States with the rank of Ambassador, September.
  • 1968 – Accompanied Vice President Hubert H. Humphrey and the U.S. Delegation for the signing of Treaty of Tlalteloco in Mexico City, March 30.
  • 1968 – Appointed as a member of the United States National Commission for “UNESCO” (United Nation’s Scientific and Cultural Organization), June 5.
  • 1968 – Sworn in as a “Commissioner” of the United States Commission on Civil Rights, November.
  • 1969 – Presented Humanitarian Award by Corpus Christi Chapter of the NAACP, May.

  • 1970 – Appointed Board Member, American Red Cross during Hurricane Celia Disaster Program, August.
  • 1972, Named member of the Texas Advisory Committee to the United States Commission on Civil Rights, February.
  • 1974 – Appointed to Advisory Council of Veterans Administration to assist veterans, June 3.
  • 1977 – Presented Appreciation Award by Corpus Christi Chamber of Commerce for exceptional investment of time and energy in behalf of citizens of Corpus Christi in the interest of preserving the Naval Air Station and Corpus Christi Army Depot, January 24.
  • 1977 – Appointed by President Jimmy Carter as a member of the U.S. Circuit Judge Nominating Commission for Western Fifth Circuit Panel, May.
  • 1977 – Received 1977 Achievement Award in Medicine by Board of Directors National Benito Juarez-Lincoln Annual Awards Convention, Houston, Texas (for service to the Poor and needy in the field of medicine), November 20.
  • 1978 – Named Member of White House Conference on Balanced National Growth and Economic Development, Washington, D.C., from January 29-February 2, 1978. (Appointed by Governor Dolph Briscoe of Texas and President Jimmy Carter)
  • 1978 – Presented Plaque by the Corpus Christi U.S.O. Council for leadership in representing the Corpus Christi Community in support of the military installations in the Coastal Bend Area, February 21.
  • 1978 – Presented Liberty Bell Award, Law Day U.S.A., by Neuces County Young Lawyers Association, Corpus Christi, Texas, May 4.
  • 1978 – Presented Texas State Liberty Bell Award by Texas Young Lawyers Association, Fort Worth, Texas, June 29.
  • 1979 – Named a Member of U.S. Attorney General Benjamin Civiletti’s Hispanic Advisory Committee on Civil Rights, August 17.

  • 1980 – Attended President Jimmy Carter’s High Level Briefing at the White House in reference to Iran, Afghanistan, and Pakistan Crisis, January 9.
  • 1980 – Received Distinguished Service Award, National Office of Civil Rights, San Jose, California, January 20.
  • 1980 – Received Senior Internacional 1980 Award, representing the United States (Awarded by LULAC COUNCIL 12, Council 12, Laredo, Texas), February 21.
  • 1980 – Re-appointed to the United States Commission on Civil Rights Texas State Advisory Committee, November 18.
  • 1981 – Presented at the Corpus Christi Chapter of the National Conference of Christians and Jews Brotherhood Award Testimonial Dinner, Corpus Christi, Texas, March 31.
  • 1983 – Received Sembrador Award “In Appreciation for his Contributions to the Ideals of Amistad and Civismo” by Club Sembradores de Amistad, Corpus Christi, Texas, November 12.
  • 1984 – Received Medalla De Honor from the National Hispanic University, Oakland, California, November 30.
  • 1984 – Awarded the “Presidential Medal of Freedom” by President Ronald Reagan at the White House. It is the highest award a civilian can receive from the President of the U.S., March 26.
  • 1985 – Attended “The Occasion of the Naming of Dr. Hector P. Garcia Park” by the Corpus Christi City Council, November 10.
  • 1985 – Honored with the Naming of the Hector P. Garcia Endowed Chair, Yale University’s Chicano Research Center, New Haven, Conn., February 19.
  • 1986 – Received the Honor Al Merito Medalla Cura Jose Maria Morelos y Pavon A.N.P.E., D.F. in Mexico City, Mexico, July 25.
  • 1987 – Received “The Community Service Award” by the Corpus Christi Human Relations Commission, June 30.
  • 1988 – Awarded “The Humanitarian Award” by the Coalition of Hispanic Health and Human Services Organizations (COSSMHO), May 15.
  • 1988 – Honored by the U.S. Postal Service with the Renaming of the Main Post Office in Corpus Christi, Texas, in honor of Dr. Hector Perez Garcia, September 14.
  • 1989 – Received the “Hispanic Heritage Award” by the National Hispanic Leadership Conference, Washington, D.C., September 12.
  • 1989 – Received the “Matt Garcia Public Service Award” from the Mexican American Legal Defense and Educational Fund (MALDEF), September 28.
  • 1989 – Received the “Distinguished Alumnus Award” from the University of Texas Ex-Students Association, October 6.
  • 1989 – Received the “National Hispanic Hero Award” from the Midwest/Northeast Voter Registration Project, October 28.

  • 1990 – Awarded the “Extra Miler Award” for outstanding service to the Boy Scout activities by the Gulf Coast Council of the Boy Scouts of America, February 2.
  • 1990 – Received the “NAPA Award” from the Mexican American Physician’s Association for Outstanding Service to Hispanics throughout the U.S., April 4.
  • 1990 – Received the “Distinguished Lifetime Service Award” by the National Association of Hispanic Journalists, April 14.
  • 1990 – Received the “Equestrian Order of Pope Gregory the Great” from Pope John Paul II, May 17.
  • 1990 – Received the “Maclovio Barraza Award” given by the National Council of La Raza for exemplary leadership in promoting the interest of Hispanics in the U.S., July 18.
  • 1991 – Received Corpus Christi State University’s first “Honorary Doctorate of Humane Letters Degree” given by CCSU President Dr. Robert Fergason, May 10.
  • 1993 – Honored by Memorial Medical Center by naming a new health facility the “Dr. Hector P. Garcia Health Center,” May 26.
